PACER: Is access to a PDF document through the Notice of Electronic Filing (NEF) free for everyone in my office who has received a copy of the NEF?

Beginning December 1, 2007, only attorneys of record are permitted one free look at documents when accessed through the Notice of Electronic Filing (NEF) email.
