Conducting Initial Appearances, Detention Hearings, and Arraignments Under the Exigent Circumstances Created by COVID-19

After careful consideration of guidance issued by the Centers for Disease Control and Prevention (CDC) and national and local authorities regarding the successful reduction of novel coronavirus (COVID-19) and the resumption of government and business functions, the court has determined that it is necessary to resume certain judicial activities. In order to maintain the effective administration of justice, the court has determined that the requirement to hold all initial appearances, detention hearings, and arraignments by video teleconference will no longer be required.
